Show VISIT PARLEYS CANYON Mayor and City Council Make Trip of Inspection I VIEW THE WATERSHED LANDS t Owners Ask High Prices for Their Fnrms Ronch Wants 18000 Garn 15000 Nnylors 15000 Foul Percolatlous Find Their Way to the Stream Which it is Imperative Impera-tive Should be Remedied Con I demnatlon Proceedings Will in All Probability be Resorted To i j Three weeks ago the City Council Ii I adopted a recommendation of City En i glueer Kelsoy that the municipality should acquire certain watershed lands in Parleys canyoul < for the double purpose pur-pose of increasing the citys water supply sup-ply and keeping the stream free from pollution by removing corrals and outhouses out-houses of various kinds which are now maintained In dangerously close proximity prox-imity to the stream by l the present owners of tIm lands it is proposed to i purchase The Council referred the 4 whole matter lo the Mayor and the Finance committee with Instructions to purchase such hinds and water rights as they thought desirable If the I same could be obtained at reasonable J i rates and if not to proceed to acquire them by condemnation on the ground S that they wore a public necessity j u TRIP OF INSPECTION with that object in view the Mayor fluid the Finance committee decided to make a trip of inspection up the can yon yesterday and invited Die full City Council and a number of the city ofll cUUs to accompany them The party which was composed of Mayor Thomp son City Engineer Kelsey Superin tendent of Waterworks Illncs Land and Water Commissioner Westcrlleld and Councilmen Canning Cottrell Fernstrom Cpmmcll Jlartonsteln Ilcwlott C K Howe Reid Robertson Thomas Whlttemonf and Buckle left the Rio Grande Western depot by the 830 a m Park City train The party tnt as far sis Roachs halfway houso by train at which point they were met by a drag ordered from the city by which they drove to the different ranches and farms and back lo the city arriving about 620 In the eenlng CONDITIONS AT ROACHS Koachs IK situated about seventeen miles from the city on the north side of the creek An inspection was made of the farmyard maintained there by Mr Ronb and It was unanimously agreed that the percolations from tIn stables corral and outhouses could not fall to lln1 their way Into the stream Mr Roach was theie and In dicated that his farm and AMI tor rights could be had for 19000 Driving west from Roachs Hardys ranch was the next place visited Con ditions there wero not so bad an at lioachs but I he committee felt that It is a placo which the city ought lo own especially as there arc some good springs on it Armstrongs ranch and Naylors ranch in Mountain Dell were next sis ited TUC former since the death of Mr Armstrong is entirely owned bv Mr Garn It Is quite extensive com prising something like 1250 acres and the acreage of Naylors la about the same There Is quite a large stream running by those two ranches and there arc also a number of springs on them in the Irrigation season prac tically all the water from the springs und the stream is used on the land ASK BIG PRICES The owners of those ranches ask 15 000 each for their properties Mr Bay Joe valuing his water rights alone at L2000 The price asked for those lands Is considered very excessive but tho owners have agreed to consider the matter and make formal propositions for disposing of their properties to the City Council If their ideas do not un dergo considerable modification con decimation proceedings will be resorted to by which means the city It Is thought can obtain them at fair and reasonable figures The party had lunch which they took out with them and in driving buck fol lowed the stream down to the city stopping off at the cement works and lie point where the Rio Grande Western West-ern Is carrying on blasting operations for the widening of their tracks The distributing reservoir on the east bench was inspected and found lo be In good condition VISIT THE PENITENTIARY There is very little snow In the canyon can-yon and the road was dry and even dimly The day was warm and sun shlney and the trip was quite enjoy able no untoward incident happening until the party was passing Iho State prison on the way back The guards on the wall espied thorn from afar and mistaking them for a crowd fit for the penitentiary halted them and conducted conduct-ed them Inside When they made themselves them-selves known thoy vtro treated with the respect due their exalted stations shown over the Institution and let go |
