Show THE STREET DEPARTMENT REPORT OF STTPEBVISOR BED DON POK THE YEAR 1S9D Expenditures Exceeded the Allow anco by 8992 Uilhappy Poll tax Experience The report for tho year 1SOD of tho Street and Irrigation departments was yesterday Hied with the layor by cx Supervisor of Streets and Vatcrmastcr Seddon The total expenditure for the year In street grading street un d sidewalk side-walk repairs repairing flumes and irrigation Ir-rigation ditches etc Is stated as59 31L6SV The income was as follows Regular allowance twelve months at 52000 a month 21000 special allowance allow-ance 11COCSO receipts from polltax 13511103 miscellaneous receipts JliilS2 total 50JI9C7 deficit S9Q01 J tr Seddon estimates that the consol idation of the Street and Irrigation departments de-partments which look place two years I ago has effected a saving lo the city of 1812703 UNHAPPY PODLTAX EXPERIENCE The report gives a detailed statement of the polltax collcctionsi and ofthe I special efforts made to collect It by tho aid of the courts the result arrived at being that It costs about ns muchto collect the tax as is derived from It Tudgmenls have been obtained In 2000 cases Jn which It has been found Inf possible to recover anything and the court costs In these cases Is more than the amount of the tax The conclusion arrived at is that polltax is an unsatisfactory unsat-isfactory way of raising revenue and should be abolished in cities of the llrst class at least DECEPTIVE SPRINKLING FIGURES FIG-URES Street sprinkling forms a separate article m the report In which It Is staled that the city purchased twenty sIx sprinkling wagons at a cost of SG3750 to operate which teams and teamsters were employed at the rate of 3 a day for each man and team the total cost of operation being 17397 15 as against 223WOS In the year 1S98 apparently a paving of 4913693 The number of blocks sprinkled In 1S9S was 640 while In 1S90 the total number of blocks sprinkled was S29 thus increasing increas-ing the better showing for 1S9D The report however Is silent as to the fact that in 1S99 the sprinkling season sea-son was many weeks shorter than In 1S9S and that for weeks In the spring and early summer the citizens wore almost al-most suffocated with diseaseladen dustMAKES MAKES RECOMMENDATIONS In conclusion Mr Seddon recommends recom-mends that the poll lax law asT far as It applies to Salt Lake bo repealed that South Temple First South ami Second South streets from Main street to the depots be macadamized that Jordan and Salt Lake canal be widened In places that the surplus canal bo extended ex-tended through Cohns field to the shores of the Great Salt lake that the City creek flumo from Fifth Ninth West streets bo repaired |
