Show LEGISLATORS TO GATHER DEC. 12 FOR PRE-SESSIOM MEETINGS Utah Legislators this week were making plans for the first gathering in the capitol chambers cham-bers they will occupy for two months shortly after the first of the year. The gathering is an unofficial one called by the Utah Legislative Legisla-tive Council. Meanwhile, the state's two new Congressmen, Sen. Frank (Ted) Moss and Rep. David S. King, were lining up their office staffs and making preparations to leave soon for the capitol. Rep. King has been in Washington Wash-ington and conferred with Rep. William A. Dawson, whose duties du-ties he will take over Jan. 1. He has announced two major appointments ap-pointments to his staff. Sen. Moss is expected to announce his staff members shortly. The pre-season orientation conference has been called for Dec. 12 for members of the Utah Legislature. lative assignments more efficiently. effi-ciently. Separate sessions will be called to order at 10 a.m. by Sen. Orval Hafen of St. George, 1957 Senate Sen-ate president, and by Rep. Jaren L. Jones, speaker of the house in the last session. The two presiding officers will give instruction in legislative powers, apportionment, decorum debate and speeches. Other topics to be considered include visitors, duties of presiding pre-siding officers, employees, committees com-mittees and organization. At 11 a.m. discussions on rules, records and order of business will be conducted in the houses by Sen. Glen M. Hatch of Heber and Rep. Richard C. Howe of Murray. At 11:30 a.m. Sen. Reed Bullen of Logan and Rep. Orville Gun-ther Gun-ther of Lehi will discuss enactment enact-ment of laws. Parliamentary procedure will be discussed at 2 p.m. by Sen. Sherman P. Lloyd of Salt Lake City and Ralph A. Sheffield of Salt Lake City. At 2:30 p.m. services and facilities facil-ities for legislators will be described de-scribed in separate sessions by Sen. Alonzo F. Hopkin of Woodruff Wood-ruff and Rep. Carl H. Taylor of Ogden. Gov. George D. Clyde will address ad-dress the two houses in a joint session at 3 p.m. after which Sen. Hatch will conduct discussion discus-sion on joint rules, conduct of members and related functions. The Legislative Council will meet prior to the orientation conference Dec. 11 at 1 p.m. to approve its final recommendations recommenda-tions to the Legislature. It is expected that caucuses of the Republican and Democratic Legislators Leg-islators will be held Thursday evening, Dec. 11. The conference would be held at the Capitol. Invitations are being sent out to legislators by the Legislative Council under direction of Lewis H. Lloyd. The council is sponsoring the gathering to acquaint new legislators legis-lators with procedures, policies and practices which will assist them in carrying out their legis-. |
