Sec fi. Whenever any property owner desires to obtain a supply of water from the City Waterworks, Water-works, he shall make application therefor, in writing, to the Superintendent, and sign an pnrpose whatever, wherever the water moms ara laid, are hereby repealed. Sec. 23. The Assessor and Collector of Water Rates shall make Annual Assessments for water on the owners of property having made application applica-tion therefor, hawed upon the rates hereinafter established and datingfromthe first day of July of each year. Said officer shall charge to each person per-son the amount assessed against him, and ehll without delay proceed to collect the same monthly, quarterly, semi-annually or annually, at his discretion, dis-cretion, and pay the amounts collected into the City Treasury monthly, or oftener if required. In writing, to the superintendent, ana sign an agreement that he will be governed by snch rules and regulations, not inconsistent with this ordi-, nance, as may be precribed by the City Council for the control of the water supply; said application applica-tion must state the location, kind of building-, number of rooms, and the entire area of grounds to be supplied, and fully and truly state the purposes pur-poses for which the water is to be used. Said application having been filed, the Superintendent of Waterworks is authorized to extend, at the expense ex-pense of the city, the service pipe to the inside fine of the curbstone, at the point most convenient conve-nient for supplying the premise of the applicant. appli-cant. Sec. 7. To each service pipe there shall he attached, at-tached, at the curb, a stop-cock and a key-box, which shall be paid for by the water taker and be under the exculsive control of the Superintendent. All service and other pipes u?ed under ground shall be of cast iron, extra strong lead or tin-lined lead, aud laid net less than four feet ba-low ba-low the srrade, and all pipes for water supply, whetherlnside or outside, shall he of snflicint strength to stand the water pressure, and all such work, alteration or extensions thereof, together with size of pipe, mnt be to the acceptance of the Superintendent. No extension of service pipes shall be made without first obtaining a permit therefor from the Superintendent, and upon the payment ef one doll.ir, and no er msion shall be made to another water taker from the same service ser-vice pipe without a stop-cock and key-box being attached at the junction with such service pipe. Sec. V- If any water taker shall permit auy person per-son from other premises, or any unauthorized person, to use or obtain water from his premises or water fixtures, whether inside or outside of his building, the supply of water may be cut off and the amount paid forfeited, and such unauthorized Serson for takme said w ater shall be liabie to a ne of not to exceed ten dollars for vch otfence. Sec 10. All persons taking the water shall keep heir service pipes connections and other water pparatus in good repair and protected from frost at their own expense: but no person, except under un-der the direction of the Superintendent, shall be allowed to dig into the street or sidewalk for the purpose of laying, removing or repairing any service ser-vice pipe. Sec. 11. If any water taker shall waste water, or allow it to be wasted by neglisence, such as imperfect stops or valve's, or leaky joints or pipes, or allowing tanks to leak or to overflow, or wastefully run it through basins or other apparatus, appar-atus, or use the water for purposes other than those for which they have paid, or in violation of the rules and regulations for controlling the water wa-ter supply, and the provisions of this ordinance, he shall be liable to a fine of not to exceed twenty-five dollars for each offence, and the water wa-ter may be cut off from such water taker, and all payments forfeited, unless such person shall promptly psy each additional charges as may be unposed bv the Superintendent. Sec 12. Whoever by himself, family, servants or agents, shall use the water coming through the water mains without first paying therefor, as hereinafter provided, or shall, without authority, open any stop-cock, valve or other fixture at ony ireasury mommy, or oitener 11 requireu. iu 1 the month of June of each year, he shall make a I full report to and settlement with the City And- I itor of the previous year's assessments and col-1 lections of Water Kates. Sec. 24. The Assessor and Collector of Water Rates shall famish to e.ich water taker, or leave at his residence or usual place of business, a printed or written notice of the amount of water rate assessed against him and w hen payable. If any person neglect, refuse or fail to pay his water rate within twenty day from the date of said notice, the Assessor aud Collector is authorized and empowered to have the water turned off from the premise of said person where such unpaid water rate is assessed, and before the water ahall be turned on again all delinquent water rates must be paid in full up to the end of the term as assessed, as-sessed, and fifty cent3 additional for expenses. Any water taker nr.t using water after the assessment assess-ment has been made must report it to the Asses-soi Asses-soi and Collector of Water Rates and have the water shut off: if he fails to do so the full amount assessed must be paid. Section 25. Sec. 18. If any rierson after the water has been turned off from his premises, on account of nonpayment non-payment of dues, or violation of the rules and regulations pertaining to the water supply, shall turn the water on again, or, use, or allow the water to be used without authority, he shall be fined not exceeding fifty dollars for each offense. Sec 14. Fountains and sprinklers for lawns, tardens, yards or sidewalks shall not be operated uring a fire. No fountain attachment 8 hull be greater than half an inch in diameter. Sprinklers for lawns, gardens and vards must be used only for the purposes paid lor. The city is hereby divided into two sprinkling districts. All that portion of the city lying West and South of the foregoing boundaries is hereby made and declared to be the Lower Sprinkling District. Sprinklers for lawns, sidewalks, streets, win-dows win-dows and fronts, in the Upper District, must be used only between the hours of fi and 9 o'clock a.m., and4 and 8 o'clock p.m., nnd in the Lower District between the hours of 8 nnd 10 o'clock a.m., and 6 and 9 o'clock p.m., during the months of July, A neuet. Sec. 2(5. No water shall b supplied from the .pipes of the Salt Lake City Waterworks for the purpose of driving any motor, turbine or other wheels, or any hydraulic engines or elevators, or for driving or propelling machinery of any kind whatsoever, and no license shall be granted or issued for any such purpose Sec 23. The Assessor and Collector of Water Rates may demand of any person, persons or corporation, cor-poration, a sworn statement for what purpose water is required, together with the number of rooms, hose connections, bath houses, shop, urinals, urin-als, water closets, engines, boilers, stock yards, corrals, livery stables, liquor stores, and other purposes for which water is reqnired, and also the number of horses or other stock to be sup-nlied sup-nlied and the number of vehicles to Ym washed. AN ORDINANCE IN E ELATION TO THE Salt Lake City waterworks. Section 1. Be it ordained by the city council of Salt Lake City that: The waterworks constructed by the corporation to supply Salt Lake City with water shall be designated and known as the Salt Lake City Waterworks : they shall be the property of said city, and shall be under the sole and exclusive ex-clusive control of the city council, who may, from time to time, direct the construction of such reservoirs, reser-voirs, w ater tanks, water mains, service pipes and fire hydrants as the necessities of the inhabitants of the city may require. Sec. 2. The Superintendent of Waterworks shall, under the direction of the city council, have chartre of the reservoirs, water tanks, water mains, fire hydrants, nnd all the machinery and appurtenance appertaining to the waterworks, lie shall have the direction of the laying of water mains and putting in of service pipes, and the regulation of the water snpply, to fire hydrants and to all water takers. He shall report to the City Council quarterly, or oftener if required, hi doings as Superintendent, the condition of the waterworks, and make such suggestions as the nature of the service mav require. Sec 8. All public fire hydrants shall be under the control of and shall be kept in repair by the Superintendent of Waterworks, and in case of fire, the Fire Department and such others as the Superintendent shall authorize, shall have free access to said hydrants. No other person shall open or operate any fire hydrant, or attempt to draw water therefrom or obstruct the approach thereto. Sec. 4. Any person who shall willfully or carelessly run a vehicle against a fire hydrant, or otherwise willfully or carelessly injure the same, or draw or attempt to draw water therefrom, shall be subject to a fine not exceeding one hun- I dred dollars, and be liable for all damages done to said hydrant. - - Sec 6. Any person refusing to make such sworn statement state-ment when required shall be refused a supply of water, and any person who makes snch sworn statement falsely, may be prosecuted and convicted con-victed ot perjury. Sec. 29. Nothing herein contained shall prohibit the City Council trom amending, altering or adding add-ing to the provisions of this ordinance in relation to the water snpply or the rules and regulation which may be adopted in conformity therewith. Provided that no alteration in water rates shall apply to any license issued or contract made with a water-taker under this ordinance, until after the expiration of snch license or contract. Sec. SO. All ordinances or parts of ordinances conflicting with the provision ct this ordinance are hereby repealed. Sec 31. Watering troughs for animals shall not be allowed a constant flow of water, bnt shall only be allowed to nse such quantity as will supply the actual wants of the stock having access thereto.. Neither shall continuous streams of water be permitted per-mitted to flow from hydrants, faucets, or stops over wash basins, water closets or urinals, or from anv apparatus for drawing water. Sec. 19. Free access shall at all ordinary hours be allowed to the Superintendent or otner authorized au-thorized person to all places supplied with water, to examine the apparatus, the amount used and the manner of nsiug water, and auy water taker violating any of the rules and regulations controlling con-trolling the "water supply shall forfeit all payments pay-ments made and the right to the use of the water. Sec. 30. The City Corporation shall not be held liable for damage to any water taker by reason of a stoppage or interruption of his water snpply caused by scarcity of water, accidents to works or mains, alterations, additions, repairs or from other unavoidable cause. Sec. SI. No telegraph post, hitching or other post shall be put down or set within four feet of an water ervice pipe, nor within six feet of any main pip,' except on a written permit from the Superintendent. Sec. 22. Whereverthe water mains are laid, no person shall be allowel to convey the waters of the City from any ditch or place by private pipes, for fountains, mechanical or other purposes, ex-cept ex-cept the ordinary irrigation of lots, under the direction of the Watermaster, nor shall said waters be hereafter diverted from the ordinary irrigation ditches for the snpply of steam boilers or other mechanism, and all resolutions, ordinances ordi-nances and permit allowing any person to convey con-vey the water of the City, or anf part thereof, from the ordinary ditches by pipes for any use ox |
