The negotiations between the I nitial States and Great Britain looking to the submission to arbitration of the controversy between the two countries in regard to the Bearing sea seal llsheTies reached a favorable conclusion to-day. Pauncefote, the British min-ister, signed a treaty today of arbitration on behalf of (Ireat Britain, lie said he was fully authorized by Lord Sails- - bury to take this action. Blaine signed the document on behalf of this government and the matter Is consummated so far as the di-plomatic part of the business is concerned. The treaty is still subject, howover, to the action of the British parliu-men- t and the United States senate. The exact terms of the treaty cannot UowJN stated but. it is known the board of arbitra-tion will consist of seven persons two repre-sentint- : the Cnitcd States, two representing Ireat Britaiu, (one of whom is to be a Cana-dian' and one each representing neutral governments of France, Bwcden and Italy.
