That It ia prupoaed to amend Section 1, of Articit VII. of tha Constitution of tha State of Utah aa follow: fol-low: SECTION 1. Tha Executive Department hall eonsiit of Governor, Secretary of State. State Auditor. State Treasurer and Attorney-General, aach of whom ehail hold his office for four year, beginning on the first Monday of January next after hi election, except that the term of office of taiose elected at the first election shall begin when the stale shall ba admitted into the Union, and shall end on the first Monday Mon-day in January, A. That It ia proposed to amend Section 10, of Artfcl VII. of the Constitution of the Stat of Utah, aa follows: fol-lows: ' .. - . - SECTION 10. Tha Governor ahall nominate, nom-inate, and by and with tha consent of the Senate, appoint all State and district officers offi-cers whose office are established by this Constitution, or which may be created by law, and whose appointment or election i not otherwUe provided for. If, during the recess of the Senate, a vacancy occur in any S.ale or district office, the Governor shall appoint soma fit person to discharge the dujes thereof until th next meeting of the Senate, when he shall nominate aome person to fill such office. Sect I. n 1 of th Constitu-- Constitu-- tlon of th .""tat of Utah, a Amended at th General Election In 1930 Relating ta Taxation of Tangible Property, Ascertainment Ascer-tainment of Value, Exemptions, and th Annual Tax for, the State. Be it resolved by the Legislature of the State of Utah, two thirds ef all member elected to each House and two-third oi all member of each House concurring therein t SECTION 1. That it Is proposed to amend Article XIII. Section x of the Constitution Con-stitution of th Stat of Utah, aa amended at the general election in 1930, to read aa follows : SECTION I. All tangible property in the tate, not tstmpt unclr th law of th 'United States, or under this constitution, shall be taxed in proportion to its value, to be ascertained as provided by law. Th property of th United State, of the State, counties, cities, town, school districts, municipal mu-nicipal corporations and public libraries, lot witl the builolng thereon used exclusively exclu-sively for either religious worship or charitable char-itable purpose, and places of burial not held or used for private or corporate benefit, bene-fit, shall be exempt from taxation. Water right, ditches, canals, reservoir, power plants, pumping plants, transmission linos, pipe and flume owned and used by individuals indi-viduals or corporations for irrigating lands within th Stat owned by such individuals or corporations, or th individual member thereof, (hall not b separately taxed as long as they shall be owned and oaed exclusively ex-clusively for auch purposes. Power plant, power transmission lines and other property proper-ty used foi generating and delivering electrical elec-trical power, a portion of which is used for furnishing power for pumping water for Irrigation purposes on lands in the State of Utah, may bo exempted from taxation taxa-tion to the extent that auch property is used for such purposes. These exemptions shall accrue to the benefit, of the users of water o pumped under- auch ' regulation as "the legialatun may prescribe. Th taxes of yi indigent poor .may be remitted or abated at auch time and in such miser as may be provided by law. The legislature may provide for the exemption from taxation taxa-tion of home, homesteads, and personal property, not to exceed $2,000 in value for home and homesteads, and 8300 for personal per-sonal property... Property not to exceed i 38,000 in value, owned by disable ! person who served in any war in the military serv- . ice of th United State or of th State of Utah and by the unmarried widow and minor orphan of such persons may be ex- -mpted a th legislature may provide.
