It was impossible to confirm or dissipate the rumor that the Rio Grande Western had gobbled up the Sau Pete Valley railway. There have been conflic ting reports concern-ing the deal for some time filling the atmos-phere, and General Manager Dodge having been able to furnish no detiuite knowledge the report is regarded in railway circles as somewhat shakey. Judge Judd Talked. The second of the spring course of lec-tures under the auspices of the Y. M. C. A. was given last evening at the Presbyterian church on East Second South by Judge J. W. Judd. "The History and Origin of Political Parties in the United States" was the subject of his address. Salt Lake Clearing House. The bank clearings today amounted to ?3S3,704; same day last year, $19S,2G8. Weeks' clearings, $2,240,073; same week last year, $1,437,304. iai' I akf Navigation Company. The Great Salt Lake Navigation and Im-provement company was incorporated yes-terday. The incorporators are George Smith, G. W. Blackburn, L. S. Dean, A. J. UeSilva and P. J. Daly. The objects of tie association are set out to be the building and operating a line of boats on the Great Salt lake and other waters of Utah and to provide tbe necessary docks, wharves, landings, etc., for operating the same; to erect hotels, cottages, etc., on the islands of Great Salt lake ; to construct and operate bath houses, and to construct irrigation ditches, canals, etc., for domestic and manufacturing purposes. The geueral office is placed at Salt Lake City, and the capitalization of the company is placed at ftiO.COO, divided into 2000 shares of the par value of $10 each, of which George S. Smith, G. W. Blackburn and L. S. Dean each take 500 shares, and A. J. DeSilva and P. J. Daly each 250 shares, and thc6e parties constitute the board of directors, G. S. Smith being president, P. J. Daly t, and G. W. Blackburn secretary and treasurer. Always Awake. The Glenwood Avalanche pays the follow-ing tribute to the pluck and enterprise of Hon. B. Clark Wheeler: The Aspen Timet is devoting a large portion of its space to strictly western Colorado news. Glenwood, Aspen Junction, Grand Junction, and all other points iu the Grand valley are fully-covere-by their correspondents. Western Colorado can support aud demands a repre-sentative daily apart from those coming from Denver, and the Times is the organ that will cover the field. The Aspen Times Publishing company is going to issue at its own expense 20,000 cop-ies of a work, "The Resources of Western Colorado."' This work will be written by B. Clark Wheeler who was appointed histo-rian for this slope by the Western congress. As the Timet says, it hopes toreap the reward of its enterprise in the increased number of people who will be induced to come here, thus indirectly making increased business for it. The Brighton Theater Company. The Brighton Theater company yesterday filed articles of incorporation. The incor-porators are: M. D. Cood, S. C. Ludbury, E. F. Jones, Johu Elornm, E. W. Senior, E. H. Anderson, John Meikel and Z. Andet. The objects are 6et forth to be the erection and operation of a theater building at Brighton, in Salt Lake county. The capital stock is fired at $2500, and shares are of the par value of $1 each. The stockholders, di-rectors and otlicers are E. W. Senior, presi-dent, 1000 shares; 8. C. Ludbury, t, 10 shares; E. F. Jones, trea-surer, 10 shares; C. II. Jones, secretary, and ' M. D. Cook, 10 shares; John Elorum, t5 shares. The company has purchased lots 3 and 4 of block 28, plat B, Garden city, together with the building thereon. New Mining Company, Articles of incorporation were yesterday filed for the Tintic Mining company tbe object being to carry ou a general mining and smelting business. The capital stock of the company is placed at $o,000,000, A STORMY NIGHT. The Oity Council Meets in Adjourned Ses-sion and Engage in Some Stat-uesque Debate. THE QUfcSTION OF WATER MAINS. Resolutions Introduced, the Mean in of Which Cannot be Explained A Ques-tion of Salaries The Jordan Canal and Saltair Railway. The city council met in adjourned session last night with Mayor Baskiu in the chair. A resolution authorizing the mayor and city marshal to appoint an additional mounted patrolman was referred to the po-lice committee. A resolution was adopted instructing the heads of departments to, in future, present their supply wants to the board in the form of a requisition, the same to be referred to the appropriate committees for approval. The following resolution was launched by Moran and others and action deferred for a week : Whereas, The cost of extending the water mainB under the present system, while os-tensibly paid by the property owners bene-fitted thereby, is in reality paid out of the general fund oi the city, inasmuch as the amount assessed against the abutting prop-erty for this purpose is used in the payment of water rates in any part of the city, and is being so generally applied for this purpose as to practically cut off all revenue from our water system; and Whereas, The pipes are often extended into localities where there are no prospects of the city deriving a revenue from water takers for a long time, wlrile the cost as-sessed against the property is being grad-ually unloaded upon the city through the transfer of the credit to other localities when the water-taker- s would otherwise, pay tin ir rates in cash ; therefore, be it Resolved, That all city scrip heretofore Is-sued for all assessments on extension of water mains shall only be payable to the city treasurer for water rates on the land that was assessed for the said extensions and that the issuance for the said extension be stamped accordingly. Resolved, That the city attorney be and is hereby authorized to draw up an ordinance embodying the above resolution. In speaking to the resolution, Bell offered a column of figures showing that there was now outstanding in water scrip $202,213.73. A resolution authorising the mayor to appoint a water inspector to watch the water canons at a salary of $150 a month was, after considerable discussion, referred. Wantland offered the following: That the assessor be requested to furnish a statement showing the amount of general tax for 1881 uncollected, also the amount uncollected of each class of special taxes for work ordered prior to 161H. It was followed by the subjoined from H'autiand: That heads of departments be requested to make weekly reports showing location and nature of work performed by the depart-ment force, said report to be in duplicate, and to be furnished as follows: Friru street supervisor to mayor and street committee; from waterinaster to mayor and irrigation committee; from superintendent water-works to major and committee on water; from sui erintendent sewers to mayor and committee on sewers; from sanitary iusoec-to- r to mayor and sanitary committee ; from sexton to mayor and cemetery committee. The city engineer, on motiou of Want-lan-was instructed to make an estimate of the cost of viaducts across the Union Pacific tracts at North and South and across the Rio Grande tracks at Third. The committee on improvements were re-quested to report on the advisability of changing the name of East Temple 6trect to Main or Temple street. The inspector of provisions was instructed to report ou the manner of present inspec-tion. The watermaster was directed to report the cost of cleaning and repairing the open channel and covered portion of the tjait Laiie & Jordau canal. A proposition that the city attorney be and he is hereby requested to draw up an ordi-nance compelling the owner of every build-ing within the tire limits of Salt Luie City and of the agent having the same in charge to furnish a ciose and secure metallic or eartheru vessel or brick or stone room or bin i a receptacle for ashes, sweepings of stores, etc., and it shall be the duty of such owner and agent, and also of every tenant or occupant, of any building in the ciiy lire limits to remove aohes from such receptacle when the sam,; is filled. Aud no ashes (ex-cept at manufactories where ashes are used) shall be kept or deposited in any part of the city in anything other than such metallic or. other earthen vessel, or stone or brick room or bin. The following resolution was adopted: Whereas, The grow th of Sait Lake City is such that blocks have to be divided and sub-divided, and watermains have to be extended in and through different blocks and subdi-visions so divided, aud the present ordinute does not cover the cost for the extension of the same ; and Whereas, The present system of assessing the blocks twenty rods deep, maUcs the in-side property owners pay water u.sse8neuls aud obtain no benefit thereby; therefore be it Bt wis , That the city attorney, with the assistance of the city engineer, shall draw up a new ordinance for the extension and assessment of water mains, taking a plan of assessing all lots on frontage property to a certain depth in each bloek as in their judg- ment will meet the demands aud require- ments of the dividing of blocks and the add-ing of subdivisions to our city that shall be equitable and just to all citizens. A number of liq;ior licenses were renewed. A resolution was adopted providing that when any change in any of the city depart- ments bo mat'e it be referred to the appro-priate committee. The report allowing the Saltair Railway company to lay its tracks ou the north side of the Union Pacific was adopted. The motiou of Mr. Karrick authorizing the mayor to appoint a water inspector, was tabled. The resolution making a change ic ittu) route of T. P. Murray's road, allowing it to occupy Second West, thence south on Second West to Roper street, was taken up, but the mayor ruled that it was out of order, as it had been laid over one week at the last meeting.
