As It calls for no material changu in Salisbury's proposition, it is expceie.d that an agreement will be reached in a short time. In the matter of arbitration Oeneral Foster will he the agent and ex. Minister Phelps of Vermont leading couusel on behalf be-half of the Cuited States. Ex-Senator Hpooner ot Wisconsin will probably also bo invited to act as counsel.
