Governor Thomas has received from Bolton hall secretary a copy of the platform of the Tax Reform association associa-tion of New York. The following are the principles of the association: The most direct taxation is theoretically theoreti-cally the best; because it gives to real payers of taxes a conscious aud direct pecuuiary interest in honest and economical eco-nomical government. Mortgages aud capital engaged in production or trad should be exempt from taxation; becauso taxes on such capitol tend to drive it away, to put a' premium on dishonesty and to discourage discour-age industry. Real estate should bear the main bur. den of taxation; because such taxes can b most easily, cheaply and certaiu.y collected. (lur present system of levying and collecting stato and municipal taxes is extremely bad, and spasiuodio and unreflecting un-reflecting tinkering with it is unlikely to result iu substantial improvement. Xo legislature will venture to enact a good system of local taxation until the people, especially the farmers, perceive per-ceive the correct principles of taxation and see the folly of taxing personal property. |
