The great railroad which Russia has begun to build across Siberia to the Pacific Pa-cific ocean will cost an apalling amount of money, considering tho present condition con-dition of that country's finances. One of the arguments with which the expenditure ex-penditure of such an enormous sum is supported is very remarkable. Some leading men in Russia and influential newspapers advocato this line as a military mil-itary necessity, in view of the possibility possibil-ity that sorto day the enormous hordes of China may again attempt to swarm far westward, and to even threaten Europe Eu-rope as the fierce warriors of Genghis Khan did nearly seven censuries ago. Western observers may be inclined to regard such an influx of Orientals as a possibility so romote as to be hardly worth considering. But some Russian statesmen look upon Russia as a Bulwark Bul-wark which some day may save Europe from an inundation of eastern barbarians. |
