Referring to tho question of building the conduit from Parley's canyon to bring in water to tho city, as wo understand under-stand the matter, and our opinion is supported by the city attorney, it is doubtful whether the city possesses or owns any interest in tho waters of Parley's Par-ley's canyon. We understand that some two years ugo a contract was entered en-tered into butweeu the city and the farmer controlling the waters of said stream; that in tho early part of May each year tho waters of said stream shall bo gauged, and the quantity found therein should be returned to them through the Salt Lake canal. It is a well known fact that at the time set for gauging tho stream it would be at its minimum height caused by the melting snows in the mountains. The result in the summer sum-mer of 1H!)0 was that not only did the farmers take hold of the waters Mowing Mow-ing through Parley's creek, but also of all the waters' flowing through the Salt Lake canal! and still there was a shortage of water. Now the sequence is that the city contracted to deliver more wnterto the farmers than Parley's canyon creek could furnish after being reinforced by tho Salt Lake City canal, and the result is that litigation was averted only by persuasive counsel. Now the question Is not so much to go up there and put in a conduit at $200,000 expense, but the question is after all this work has beeu done, does tho city own nny water and will there be any water during the coming dry season to put in said conduit? On the other hand there is unquestioned unques-tioned ownership in the city of the springs immediately south of Liberty Park, We understand those springs are Mowing every tweuty-four hours an amount of water equal to about 3,r00,000 gallons. Would it not bo good idea for tha city to put in a pumping plant and utilize at once this flow of water? Whatever tho city might decide to do, however, is merely of a tomporary character and docs not meet the requirements re-quirements of a growing city. It is a well known fact established by a number num-ber of well kuown hydraulic engineers that it will cost at least l.'.oOO.OOO to furnish this city with water for its present needs aud its growing population. If the city caunnt afford to make this expenditure to provide us with a good waterworks system we are docidedly in favor of disposing of the franchise to a responsible company that will do it. The people are determined to have an ample supply of water in all emergencies, emerg-encies, come it whence it may, or be it furnished no matter who by. |
