Show PETTY obstructionists we note with sorrow borrow another bently insoluble contention in the board of 0 police and fire commissioners As before the trouble Is in regard to the boners of the chiefs tho the new law gives to the chiefs oc 0 the lire fire and police departments the power of oc dismissal this power seems to bo be expressed in tits the most positive terms yet when chief pratt acted upon lit his power in sergeant case his light fight to so a act e t was waa brought in question it was held by the chairman ot 0 the commission that tho the chief could dismiss only in pursuance of 0 rules adopted by tue the board and that as the board had not adopted any rules under the now new law the power to dismiss was not yet adall available very well said mr conn cohn here dhere are rules dealing with tills this question and with other questions ions let us adopt them and get the law into operation not so ao replied the chairman abdur and ir noble wo we are not ready yet to adopt such rules so the rules w were ere sent back for amendment but the opponents of 0 them had made no sign as to the tha sort son of 0 rules they would agree to and tho the rules were again presented and again failed ot of adoption the voto veto byln a tie tic As before no attempt was evas m made ado to amend the proposed rules to make them conform to any other ideas no suggestion was made us as to what sort of 0 rules lules would be acceptable and there the matter rests exo of 0 the commissioners refuse to have the law put int into effect until rules governing its administration can be adopted and they also refuse to 10 adopt or suggest such rules as they hold to be necessary but surely the refusal of 0 two petty officials to allow force to a law cannot nullity nullify it their contention that the working of 0 the law must be regulated by rule lule at the time refusing to adopt any rule in tho the premises Is merely obstinate obstruction to the statute they should either carry out the law or resign n thir once office |
