advising all persons persona to insist on being allowed to register on any and all dales between een the second monday in august and the first monday in september which would be september 3rd ard the circular set forth that registrar cohen had threatened to close the books in some precincts in a few days which it was averred lie he had no authority au to do under the law many complaints were carried to sir mr cohen personally but they were invariably met with the answer that the commission and not the registrar or his deputies t determined the time tor for closing che the books in places outside ot of salt lake county where similar complaints were nude made similar replies were received from the registrars the complainants therefore addressed themselves to territorial committee it was deputies in the territory first the law requires the registrar of each county in fit person or by deputy to begin hla his work on the 11 arat ra t monday lit in august and before the fl dinst t monday the week commencing the last ast monday in september the registrar shall at his office enter on the registry list the name of any voter that may have been omitted third the law require requires s the rhe list of each to be filed with the county clerk on or before the second monday in october lastly the law provides that voters removing frodi one election precinct to another in the same county may appear before the registrar for transfer of res reg at any time previous to the delivery of the rho registry list to the county clerk the whole process briefly therefore Is that registration must be
