| Show OPTION IS TAKEN ON WilLOW CREEK Power May Be Generated for foi Ogden at Willard 14 Miles Distant he first active steps looking toward i ithe the establishing of ot a municipal power and lighting plant were taken yesterday esterday when the special committee appointed by b the city council some time ago and which was given authority to purchase water rights and land necessary for the same closed a deal whereby where b they secured an op option option option tion on the tile water rights of Willow Willowcreek 1110 creek in tn n Willard Villard canyon Box Elder coun county county county ty and a quarter section of land at the mouth of the canyon upon which It is proposed to erect the power plant lant It Is believed that within 1 thin two years time Og den will be bg able to furnish its residents with electricity for all at purposes at a greatly reduced price from what they the are arc arenow arenow now forced to pay par For months the special committee of the tho council of which Samuel Thomas of the Third ward Is the chairman has been working on the lighting proposition The first plan to suggest itself to this com corn committee committee was to secure the tho necessary power from Ogden river In Ogden canyon canon When hen it became generally known that the com corn committee committee was considering such a project the Utah Light Railway Rall a company which now has a virtual monopoly on the electrical power and lighting busi busl business business ness of Ogden filed applications with the state engineer for additional water rights In the Ogden river it being the intention to divert all of the water from the river at a point above where It was proposed to divert it for the city plant It lit was argued at the time that this move moe on the part of the corporation was noth nothing nothIng nothing ing more than a scheme to defeat the municipal lighting proposition On Recount account of the tile protests sent in to the state en engineer engineer engineer tho the Utah Light Railway com corn company company pany abandoned its plans after its applications applications had been returned for correction Willow ilow Creek Investigated While all nil this was going on the coun council cil ei committee was busy bus looking else elsewhere cs where for power that would serve the same purpose Frank Moore and Bryan Brjan Barker of Willard illard called the committees attention to the power that was going golu to waste in the Willow Creek in Willard canyon cnn on Steps were ere Immediately taken by b the committee to in investigate Investigate investigate and later acquire it ft In doing this the councilmen surrounded their movements with secrecy in order that their plans could not be interfered with witha a It second time Yesterday however the committee consisting of Councilmen Dr G A Dickson A H Moyes Sam Brown Browning Browning BrownIng ing Samuel Thomas and representatives of or the press went to Willard Villard by b automo automobile automobile automobile bile At that point they abandoned the autos for horses and on horseback the tile whole ground was covered After following a road which is mere merely mcra merely ly a mountain trail that winds its Us way wa up to the dizzy heights following to a great groat degree the course of the tho creek which It crosses and at frequent Intervals the site of the proposed dam is I reached At a point where two branches of the stream combine the combs of oC the mountain are such as to form Conn almost a complete breastwork for the dam which it is proposed to build Wood and Steel Pipes From this location the intention is to construct a wooden pipe line southwest a I distance of feet at a grade of fifty three feet to the mile This will earn carry the line to a place near the tho mouth of the tho canyon where at the present time a por portion portion portion tion of ot the water that makes up Willow Willowcreek Willowcreek creek flows over a perpendicular stone stonewall stonewall stonewall wall fully fifty feet high Here the pipe pipeline pipeline pipeline line will take an abrupt turn to the north northwest northwest northwest west and down to the site of the pro proposed proposed proposed posed power house a distance of 1075 feet In which there is a fall of 1630 1000 feet It is the intention to construct this 1075 feet of line from the power house to the high highcliff highcliff highcliff cliff of steel pipe This will add ma materially materially to the cost of construction but buton buton buton on account of the high pressure it Is claimed d to be absolutely necessary At the present time It Is estimated that there is fully thirty of water flowing down Willow creek Of or course this is considerably reduced during tho months of July Jul and August and perhaps a portion of September Sept It is 15 figured however that a sufficient amount of water can be conserved in the large power I dam darn to carry carr the plant through the dry dO season and in this way afford a plentiful supply for the entire year Recent meas measurements measurements measurements taken during the tho dry dr season have shown that there are eight second feet of water in the stream although It ItIs Itis itIs Is claimed that six years ears ago when the Telluride Power people were looking at atthe atthe atthe the same proposition the measurements were less 10 85 It is also claimed that the tho great fall from the high cliff to the power house houst will be a detriment rather than in favor of o the project it being as asserted asserted that when the fall fali is greater than IiO 30 feet It is impracticable owing to the necessity of or additional and costly machin machill machinery ery eo Notwithstanding this argument It ItIs Itis Itis Is firmly believed that the matter as out outlined outlIned outlined lined will be carried through successfully although additional investigations of the project will be made by the tile special committeemen from the council before the deal is closed Other Plans Suggested Arguments are advanced by those who favor other locations among which are he tile South Fork and Ogden O den canyons to the he effect that the Willow creek project Is a the least east practicable of them all oil South SouthFork SouthFork SouthFork Fork can only produce i power which is entirely entire inadequate It Is claimed that the Ogden river at the can canyons canyons canyons mouth will produce sec see of water but there are good goodar I ar arguments ments against this location also That a municipal lighting plant will willbe willbe I be 30 a n great benefit benet to Ogden cannot be gainsaid Both Logan and Brigham ham City are ire utilizing the power that nature gave their respective localities in the opera operation operation tion Jon of or lighting and power plants and have lave demonstrated that it Is not only onla a i great saving to the citizens but a sub substantial substantial substantial source of revenue to the city cit i This statement is 15 supported bv by b the fact I that during the year 1906 1006 thenet the net earn earnIngs earnings I Ings of the Brigham City plant with a flat fiat rate of 10 cents per p r light was 23 28 8 89 and the total cost to the tho th end of that year ear was At this rate te the plant would pay pa for itself in four years rears ears time It Is maintained that this city ity with a greater demand for light and power poser ower would virtually double these fig figures figures figures ures Should the proposed plans go through transmission lines will be constructed from the he power house hous site at Willard Villard a dis distance distance tance of or fourteen miles mlles Into Ogden and anda a x transforming substation will be Ie e erect ed id In this city The report of the special lighting committee to the city cit council at atts Its ts next meeting will be awaited with Interest It is expected that upon this report will depend largely large the carrying out ut or abandoning of ot the Willow creek power p deal doal |
