Show SOME IRRIGATION TRUTHS T UPON Ti PON HIS ms ARRIVAL in Washington J the other day Senator Dubols DuboIs was asked to explain why Idaho was swung Swung into the Republican column this year In replying he expressed the belief bellet that the national Irrigation hill bill had a good deal to do with the result As the senator pointed out notwithstanding notwithstandIng ing lag the fact that tho the Democrats alone were responsible for the passage of ot the act the people were misled into be believing lieving that it was a Republican Republican lican Ilean measure and that the Republicans cans were entitled to all aU the credit The senator explained further that th t every county in the arid and semiarid States expected a share of ot the irrigation IrrigatIon 4 tion fund but that the sum available would not be enough nough to give all a ashare ashare share Bhare His judgment was in effect that the people feared they would not benefit from the national Irrigation law unless they voted the th Roosevelt administration a hearty endorsement National Irrigation may also have in influenced the election in Utah but we doubt very much if that Influence alone was strong enough to carry the day for the th Republicans But be that as it may we desire to correct an erroneous Impression that seems to have taken firm root ro i In Utah and elsewhere with reference to this measure We refer to the belief b carefully fostered by Re Republican RepUblican Republican publican orators that the Irrigation funds are to be distributed as pure donations where they are most needed This Is la far ar from the truth as a glance at the law discloses The section of ot the bill which gives the secretary of ot the interior power to award contracts for irrigation works makes another very important provision We quote That upon noon the determination by the secretary Of oj the interior that any Irrigation IrrIgation gation gallon project Is practicable he may cause causo to 0 be bo let et contracts for the construction construction construction tion of the same In whole or In part and thereupon he shall give public notice ot the lands Irrigable under such project and limit of area per entry which limit shall represent the tho acreage which In the opinion of or tho the secretary may be reason reasonably reasonably reasonably ably required for the tho support of a p fam family am fly ily upon the lands in question Also of the charges which shall ba be made per pur acre upon the said entries ant and upon lands in tn private ownership which may be Irrigated by the tho waters of the I said irrigation atlon project and ned the number of o annual Installments not exceeding ten I in which such charges shall be bo paid act and the time when dien such payments shall i commence The said charges SHALL BE SE DETERMINED DETER WITH A VIEW OF RE RETURNING RETURNING TURNING TO THE RECLAMATION REC 1 FUND THE ESTIMATED COST OF CONSTRUCTION OF F THE PROJECT and shall bp apportioned according to That look so much like a gift floes does It Every dollar expended by the I government for irrigation works must I be returned to the treasury in the form I payments for the th land I Ir r reclaimed And nd that Is as It should be The peo people people pie of ot the arid and semiarid states st tes are not paupers they dont want some something something thing for tor nothing What they do want Is an opportunity to increase their population and their productiveness and that Is Js what the national irrigation Irrigation irrigation tion law gives them And It Is all the then national n irrigation law gives them thema a |
