Cutler made this an announcement announcement announcement yesterday afternoon The governor declined to give any of the reasons rea reasons reasons sons which actuated hIm In turning down dourt the petition of the for a special session but merely informed the newspaper men that he had decided not notto notto notto to call it The decision of the tho governor puts the whole matter up to the regular session of ot the legislature next winter when it will undoubtedly be the principal bone of con contention contention contention throughout the entire session It means that even should the legislature ture decide to submit the question of consol consolidation to tho people it cannot be voted upon until two years from next Novem November November November ber and for three years longer at least the agricultural college will have a sep separate separate separate arate existence even should consolida consolidation tion come in the long run Big Petitions Are Presented Present d Petitions against the calling calling of a special special cial session signed by about 1000 per persons persons perSons sons from various towns In the state were presented to Governor Cutler yes yesterday yesterday yesterday by John A Hendrickson of ot Logan It was shortly after reading these peti petitions Hons that the governor announced his de decision not to call the extra session The signers of ot the petitions included people from Logan Ogden Richmond Salt Lake Laki Lewiston Brigham City SprIng Springville ville Wellsville Nephi Spanish Fork Mt Pleasant and Provo Prove The Ogden petition Included over names The Salt Lake signers wore main maInly li ly l members of the Manufacturers Merchants association but a number of ot other prominent names including those of W V S McCornick and of State J T Hammond were also attached to the petition The petitions opposing an extra session were uniform and read as follows To His Excellency John C Cutler Cutlar Governor of the state of Utah We are advised by newspaper reports that certain prominent citizens of or the state have petitioned your excellency to convene the legislature in special session for the purpose of considering such uch amendment to the constitution as may be ba necessary in order to consolidate the ag agricultural agricultural g college and the University of Utah We Ve are arc further advised officially that counter petitions will be unavailing unavailIng ing lug unless filed tiled at once We without entering upon any an arguments on the question of consolidation respectfully but most earnestly remonstrate against calling the legislature in special session and urge that in our opinion there Is no ro such emergency at this time as to jus justify justify justify such extraordinary executive action In this connection we respectfully sub submit submit submit mit the following considerations First That the statements for consid consideration oration in the petition above referred to are not only not germane to the question now under consideration but are in many respects obviously inconsistent and mis misleading misleading leading Reports Not Printed Second The several reports of the commission to investigate the duplication of the work in the two institutions have ha e enot not yet been printed and no opportunity has been afforded the people of this state st te teto to familiarize themselves with the vari various van vanous arl arlous ous conflicting statements made mado therein or the arguments for or against consoli consolidation consolidation dation and to determine for tor themselves the merits of the question Third The present members of the legislature were elected at a time when there was no issue as to the question of or consolidation and they may mayor or may not reflect at this time the views of their constituency upon this question The Tho voters of the tho state should have hae the op opportunity opportunity opportunity of electing to the legislature members who are in accord with the ma majority majority majority sentiment of their respective dis die districts districts before the question of consolidation is acted upon by the legislative body No Time to Investigate Fourth That the period intervening Inte between the time of the submission of ot an amendment to the constitution by the tho legislature providing that body should so order and the election upon the same would be too short to allow the voters of the state to investigate ate the merits of the question That the commission reached such conflicting con conclusions conclusions after incessant Investigation Investigation Investigation gation submitting three widely different reports that educators and statesmen of or conspicuous ability and standing hold opinions upon the subject in diametrical conflict can it be expected that the peo pee people people pie as a whole can arrive at any safe or satisfactory conclusion in the allowed for such people Whatever our personal views may be with reference to the merits of consol consolidation consolidation consolidation we believe that no emergency exists at this time demanding an ex
