the present form of city c ity government whereby the city elty coun council c coue uR uRcil cil c ii mayor etc will be entirely done away with and the authority vested In a pr sl dent d ent and four city commissioners Mr Hewlett Howlett dwelt on the saving such a system s would entail and the many man ad advantages advantages vantages v which would accrue to the tax taxpayer taxpayer payer ayer p by the adoption of such a system The plan provides that the auditor treas trees treasurer treasurer u recorder and attorney be appointed by b y the board instead of ot elected as at pres present present ent e nt This would cut out a big expense which usually attends att the election of these officers o and in addition would permit the employment e of capable men who will be compelled c to devote their whole attention to t o the tho work worle of the city The expense of obtaining o an elective office of lice of ot this kind frequently f amounts to as much as 50 per percent percent cent c ent of the salary for the tho lull fun term which expense e would be entirely done away with under u the new method It was suggested that the work of the board b oard be divided as follows Street com corn commissioner missioner mj commissioner of ot waterworks and a nd sewerage commissioner of or finance revenue evenue r and public property and police and a nd fire commissioner By this arrange arrangement arr ment live five mon men would do the work of ot fit fifteen fifteen teen t een as at present employed and with only on o five employed it would be possible tj t J i pay them good salaries and yet keep expenses e down almost as low as they the are arc arenow et now One of the strongest examples of the t he new form of oC government t now before the t he public is the city of Galveston Tex Interest I In the plans adopted by that city is i ih s widespread newspapers and magazines il have h ave given the matter far reaching pub licit l and other eastern cities have ap appointed appointed appointed pointed committees to visit Galveston and investigate i the system s stem with a n a view to ap applying applying plying them to their own cities To Reduce Taxes Mr oIl Hewlett submitted a comparative statement showing the relative rate of ot taxation in Salt ake ke as us compared with witha a number cities and pointed out the advisability of adopting a system which should have for Its object first and I foremost the reduction of ot the present rate rat of ot taxation As matters now stand after salaries and interest have been paid but little ittle J Is left for tor improvements and the city suffers In consequence Mr Hewlett Hewett went on to say sa that the matter should be taken up at once In or order order order der to have It brought before the legis
