REDIn In executive session of the city coun council council cil last night amendments amendments were made to the franchise granting permission to H P Clark representing local and eastern capitalists to contract and an l op operate operate erate crate an urbanand urban and suburban electric railroad through Salt Lake City which will Avill ensure its passage vas sage at the council meeting next Monday night The pro protestants protestants protestants the Eighth West Improve Improvement Improvement Improvement ment League said they were satisfied by the concessions made by the rep representatives of the tho capitalists The boosters the Salt Lake Real Heal Estate as association association association and the Manufacturers and Merchants association also satis satisfied satisfied fied lied and not one objection raised by bythe bythe bythe the councilmen was not conceded i The first point raised was Avas in regard i ito to the terminal at the tho west vest line of i Main street and Second See nd South Sou th street I It was Avas Councilman Hobday I Ito to give the company a franchise to toI I loop one of the blocks saying that I Ithe the congestion of traffic at that point would be objectionable It was Avas decided however to allow the company to put m ii a switch in the middle of the double track as provided for in the franchise An Amendment Was Avas made to section 3 in whIch it was Avas provided that when hen directed by the council the company was Avas to park a portion of any or all aU of the streets str ets east of West street upon which grantees road is construct constructed ed The amendment dropped the streets east ea t of Eighth West street and was made to read upon all aU streets on which the grantees road is construct constructed ed Another amendment was Avas made to the same section in that instead of the parked portions not being less leas than thirty feet in width it was made to read lead that th t the parked portion should be designated by the council to conform with Avith the width of the street Freight Cars Must Move I An amendment was Avas made to section 4 providing that no freight cars would be allowed to stand on the tracks or switches within the city limits The franchise read that no freight shall be hauled east of or the east cast line of Eighth West street except between the hours of 12 ocl ck midnight and 6 ar a m rn This was the main objection raised by bythe bythe bythe the Eighth West Improvement league It was Avas claimed by their representative Attorney I 1 E Willey Ville that according to the franchise the company could make Eighth West Vest a freight yard and destroy destro the entire street The company agreed to park the entire street and andere acre ere also satisfied with the amendment in regard to allowing no freight cars carsto carsto carsto to stand on the tracks tr ks within the city limits Councilman F S Fernstrom proposed and amendment providing for taxing the company 1250 per pet passenger car for every everyone one used within the city lim urn limits limits its His amendment was agreed upon It was Avas also pr vided by an amendment that the company Is to sell sen commutation tion tickets of fifty fares for 2 and that students ticket books of fifty fares are to be sold at It was Avas further provided that the wires are to tobe tobe tobe be placed under ground In the paved district Another amendment provides for the completion of the entire road within the city limits in eighteen I months mont m on s sI I Franchise Agreed Upon When an adjournment was taken the franchise was Avas placed in the hands of the city attorney to be revised as amended and presented for its third and final reading at the council meet meeting meeting meeting ing Monday night nigh t The proposed f franchise ranch was Avas 3 read in open council meeting and then letters endorsing the passing of the franchise by the Salt Lake Real Estate association association tion and the Manufacturers and Mer Merchants Merchants Merchants chants association were Avero also read Several members of the real estate as association association association was Avas present and it was moved by Councilman M 11 E Mulvey that the representatives of the company be heard then the protestants prote tants and then the friendly associations S Attorney Frank Pierce represented Mr Clark Clarl He said that although the names of the capitalists had not been made public their sincerity could be he judged from the fact face that the franchise provided that unless the work com corn commenced commenced within thirty days after the passage of the franchise that it would be declared null and void Attorney I E Willey read a n protest of some length which was Avas drawn up nt ct nta I a
