The army bill as reported in the senate to-day from the committee on appropriations is amended by thfl entire omission of the clause inserted by the house which provided that four cavalry regiments should be recruited to the full force of 1,200 men each and kept in service on the Texas frontier, but thatth total number of men on the army rolls should be limited to 20,000. Tbe senate committee recommend re-commend the insertion in the place of the mandatory provision concerning concern-ing tbe use ol troops in Texas of the lollowiog clause: "Cavalry regiments may he recruited to 1U0 men in each company, and nepi as near as rjracticauie to mat number and a euttfeient force of cavalry cav-alry shall be employed in defense of the Mexican and Indism frontier: of Texas." . . The committee do not recommend any iucret.ee in the amounts voted by the house, hut on the contrary propose reductions ot io0,U00 in Ihe item for conversion of the smooth bores to rifled cannon,' $50,000 in the amount for hospitals, $500 in the appropriation ap-propriation for the office of coni-mauding coni-mauding general. |
