Phillips has made a lull report of his observations to the secretary of tho treasury, and this report will undoubtedly be made the h;is of important action looking to the reformation of abuses on tho Pacific coast. Tui se abuses are the inevitable results of a vicious political system which gives to Itia local politicians tho control of appointments which should rest with the executive. It is more objectionable on the Pacific slope than el-ewhere, on account of the remote iit-si of the stabs from the national capital. The officers have been used by senators and representatives represen-tatives to secure their reelection to and continuance in office, and the responsibility respon-sibility seems to be to them instead of to the head of the government. It is understood that Col. Phillips has not made charges against individuals, but bos placed the treasury treas-ury department in possesion of lacts establishing the corruption of thu present Bystem, all of which are backed by reliable testimony. |
