Tne commissioner com-missioner of the general land office thinks the existing law defective, and rthows that under its operations the I intended beneficiaries have received I a minimum of the benefits, the larger' profits going to speculators. He suggests sug-gests as a partial remedy an amendment amend-ment of the act of March 3d, 1873, by adding a provision requiring the applicants who have not mde any .igreement by which the tittle he may acquire from government shall inure to the benefit of any person except himself, and forfeiting all title in the laud against both applicant and grantee in case of perjury. He suggests sug-gests as the surest remedy, however, a restoration of ihe law to its old form, permitting rfdditinnal entries to bo made only where vacant lauds are found contiguous to the soldiers original origi-nal tract.
