The Benate committee added new matters amounting to $1,09-1,542, but half a million was for star mail service. Various amendments reported by the committee were ageeed to without diicusaion. The amendment of the committee to Btrike out of the house bill Lhe clause providing that tbe appropriation for the collection and payment of bounty prize money and other claims of colored soldiers and sailors should close up and finish the collection and payment of such money at tbe end of the current fiscal year, after which time . all papers connected therewith should be turned over to the department having charge ol the payment of bounties to white soldiers, was agreed to; also an amendment by the committee allowing senators, representatives repre-sentatives and delegates in congress, the secretary of the senate and the clerk of the bouso to seud and receive through the mail free, public documents, docu-ments, printed by congress, and the amendment appropriating $45,000 to restore and repair and preserve models injured by the late fire at the patent office. The bill having been considered in committee of the whole was reported to the senate and passed. . - . Tbe vice president laid before the senate the house bill for the relief of suflerera by the wreck of the United States steamer Huron. Beck asked unanimous consent to pass the bill nuw. Morrill suggested that it be referred to the committee on naval nfl.ira. After a brief discussion it was so referred. re-ferred. The joint resolution authorizing Rear Admiral Reynolds to accept certain cer-tain presents from the emperor of Siam was passed. Several private bills were passed and the Benate went into executive session. When the doors were re opened it adjourued until 10 on Monday. Mon-day. IIOLSK. The resolution of Baker of Indiana, instructing the committee on patents to report a bill which shall prohibit the bringing or maintaining of suits for damages of any infringement of a patent against any person who pur-chaies pur-chaies for bis own use, and not for sale or barter, any article or implement imple-ment in the market, unless at the time he purcbaned he knew he infringed in-fringed some existing patent, wag adopted, yeas 113, nays 43. On motion of Wood a resolution was adopted for final adjournment of congress con-gress at 3 p m. to-day. Knott moved to Buspend the rulfs and pas the bill appropriating to each surviving otiicer of the Unittd States steamer Huron $1,000; to each of the surviving seamen $100, and tu the widows and children of those who had been lost an allowance equal to a year's pay of their respective relatives. rela-tives. Garfield suggested that the bill should also make provision for the case of Captain Guthrie and his crew ho were lost in endeavoring to save life from the wreck of the Hut on. The bill and amendments were both unanimously adopted. Goode moved to suspend the rules and pass the bill removing nil disabilities dis-abilities imposed by the 13lu aud 14th amendments. Garfield said if a clauso were inserted in-serted requiring application for removal re-moval ol disabilities to the attorney general, there would be no objection to the bill. Goode agreed to accept tho sugges tionand Baker of Indiana objected. Goode withdrew the bill and immediately im-mediately reintroduced it, modified, and moved that it pass under a suspension sus-pension of the rules. Lost yeas 99, nays 52. The bill providing that sub-con tractors shall receive pay direct from government was referred. Mills moved to suspend the rules and adopt a resolution instructing the committee on ways and means to revise the tariff making it solely for revenue. Tho vote showed no quorum and Wood moved a recess till 10 on Monday. Finally a quorum appeared and Mills' motion was rejected yeas 66, nays 76 aud the house took a recess till 10 o'clock on Monday. |
