It provides that sec. 3,81 ol tiie revised statutes shall be amondttd by the addition of the following: fol-lowing: Any brewer having cellars or vaults not on the brewery premises, but described in his annual notice to tho collector as used in connection with his brewery for the storage of unfinished fermented liquors produced pro-duced by him, may removo Bitch fermented liquorB without affixing to such packages tax payments or permits mentioned in this section.
