Howe moved to amend the substitute substi-tute so as to appropriate $0,000,000 instead of $4,000,000. Rejected. Allison moved to amend the substitute substi-tute of Edmunds by striking alt out alter the enacting clause, aud inserting insert-ing in lieu thereof a bill of which he gave notice several days ago, appropriating appro-priating $0, 271,604 for improvement of rivers and harbors throughout the country. In this condition of his substitute, Allison said tho river anil harbor bill as it now stood, appropriated $6,759,-014, $6,759,-014, aud the substitute just read appropriated $3,271,664, or $1,4S7,-350 $1,4S7,-350 less than tho amount in the bill before the senate. Edmunds then moved to recommit to the committee on appropriations, an amount not to exoeed $5,500,000 to be expended at points of the most importance mentioned in tho bill.
