The Tribune's Wash-i iuglon special says: Mr. Kobb, who as United States consul, spent two years on the Rio Grande border taking tak-ing testimony in regard to losses by the Mexican raids, aud who claims to be better acquainted with the exact character of these incursions than army officers can possibly bo, has arrived in Washington lor the purpose of testifying before the Mexican border bor-der committee. He says be has heard three plans suggested for putting a stop to those outrages, as follows: First, that proposed by Gen. Sheridan, wno says if the government will give him 10,000 men, with full power to act at his discretion, he will take charge of the border and stop the incursions. in-cursions. He would give the Mexican government thirty days to perfect measures for the prevention of any further raids, and if any occurred after that time he would cross into Mexico and punish the thieves on their own soil. He also proposes ultimately to establish a new boundary between the United States and Mexico, Mex-ico, annexing to the United States that portion of Mexico north of a line extending from a point on the Sierra Madras to El Pawn, including about -300,000 equare miles of country, very rich in minerals. Tne second plan is to raise three regiments of Texan cavalry at the expense of the United States, and to place them under the command of United States officers. Mr. Robb doubts if this plan would be eflective, and thinks it would cost at least $3,000,000 before the raids were stopped. His own plan is to make an immediate demand on Mexico for the payment of all losses sustained by citizens of the United States on aocount of these- raids, amounting to about $11,000,000. Of course Mexico could not pay this sum, and on its failure to do so he would demand de-mand the immediate abrogation of the treaty of Guaclalope Hidalgo, and the forming of a new treaty which I would contemplate the annexation of j the same strip of territory which it is ! proposed to acquire by Gen. Sheri-j Sheri-j dan's plan. |
