Ships of war and transports are being pro pared for sea, army stores and provisions pro-visions aro in process of accumula tion, and largo numbers of troops will bo concentrated at Gibraltar, Malta tho neat of war. Theso preparations do not indicate that tho government has determined to tako a part in the struggle-, but that it will bo in readiness readi-ness for any emergency. In this way it will he able more c li'ectually to interpose in-terpose its friendly ofliefti between the bolligermta when tho proper time -shall arrive, or to do fend its territory and its interests from invasion and encroachment.
