Show To Publishers and News Dealers. On and after January 1st, 1S73, all newspapers and periodical publications, publica-tions, mailed from a known office ol publication or news agency and addressed ad-dressed to regular subscribers or news agents, are divided into two cl.u-ses, and pnntnge fixed on eich as follows: fol-lows: lot. On all newspapers and pe riodical riodi-cal publications addressed and n a led as above pnscribed, and issued weekly week-ly or oftencr 2 cents a pound or fraction frac-tion thereof. 2nd. On all issued less frequently than once a week, 3 cents a pound or fraction thereof. The papers and periodicals to be forwarded through the mails shall bo tendered by the publishers and news agents at the office ot mailing pro- pcrly assorted in the two classes above described, bo thnt they m:iy ho weighed iu bulk separately. The postage thereon must bo prepaid by special adhesive stamps furnished for that purpose. Ordinary postage stamps cannot be used. Newspapers (without regard tu frequency fre-quency of issue) one copy to e ich actuil subscriber residing in tho county where the same are printed and published, are entitled to p.iss free of postage through the mails.
