A resolution last Monday authorized and procured Irwin's ar-!rest ar-!rest in New York and his detention here as a witness who had failed to appear before the committee in obedience to its aubpeena, but having appeared and testified up to a certain point, and then refused to answer a question the house was applied to for its warrant to order him to show cause why he should not be punished aB a contumacious witness. This presupposed his having appeared before the committee, and consequently conse-quently involved his discharge from the former arrest.
