Tne committee on streets and alleys, to whom was referred the petition peti-tion of 3d. B. t-owles, asking tho privilege of placiui: steps ou the outer edge ol the sidewalk and hanging a swinging siu in front of his place ol business on First South street, recommended recom-mended that ho have the privilege ol placing steps four toot long, three feet wide and ouo and one -half fest high, over tho water ditch, under the mpervision ol the city marsnal, aud that the portion relative to the sign i be not granted. Report accepted and the recommendations adopted. A delegation ol bishops from ihe lower wards ivked that the report of the oomcuittee on etrceu and alleys, recommending that Sixth South street be traded, be re considered, consider-ed, and that Sevenia South street be graded in its stead. After considerable consider-able uisCLi.-iion the matter was rocon- sidered and Seventh South street whs ordered graded m place of Sixth South i street. The report was received and adopted. Ihe marshal's expense account for the month of October, amounting o jL.i, was presented and allowed. Te following expense accounts for the month of October were presented and the Amounts thereof appropn-I appropn-I ated: To the firedepartmeni, $144.75; Ito the gas company, $1,072 SO; lo ; Dr. S. B. Yoiine for care ol three insane in-sane patients, $79.i3;. to salaries of policemen, $1,02S; lo William G. Goforth, for services as janitor at the city hall, $30; n J. A. Wright, for guarding water tank?, $45; W. R. Ad kins, for Jabor on Union square, foS; to collectiEg dog t;ii, $10; to postape stamps :nd postorfica box rent, to 50. Tne following appropriations were made: To street supervisor on road and street account to cover amounts of taxes worked out on streets, $5,-45S.S0; $5,-45S.S0; on bills payable account, $-000; interest on borrowed money, $3.6S0. Collector Winder asked the council if it had any instructions to give him relative to the collection of taxes which are due since the Slat of October, Octo-ber, acd which the law makes it compulsory com-pulsory on him to collect. After some discussion it was, on motion, given aa the 6ense of the council that the collector col-lector proeoed at once to enforce the provisions of the law relative to h collection of taxes.
