Show THE BOARD 01' TRADE. The Appointment ol'Standiflg Committees. Com-mittees. At the meeting of the Utah Board of Trude last evening the board of directors submitted a report in accordance accord-ance with the instructions received by it at the last meeting, in which were embodied by-laws for tho government of the association. The by-laws aal adopted stand as follows: BY LAWS. President The president shall preside pre-side at all meetings of the Board of Trade aud the board of directors. He shall preserve order and decorum and see that tho rules are strictly enforced, en-forced, aud in the abseoca or dis ability of the president, the vice-president vice-president shall preside, and in the absence of both president and vice-preeidont, vice-preeidont, a presiding officer pro tern. shall be chosen from the board of directors. Secretary The secretary shall kep a correct record of the proceedings of tho association, and of the board of directors, in a book kljil iur mat purpose. jlio snail receive and pay over to the trejsuier ail moneys received for membership, and from donations or otherwise, takiug the treasurer's receipt therefor. He shall keep an account with the treasurer, Bhowing the amount of funds paid out to him, aud from what sources received. He shall perform such other duties as may be required by tho board of directors. Treasure;- The treasurer shall receive re-ceive and disburse all funds belonging to the board of trade, under such rules and directions as may be prescribed pre-scribed by the board of directors; but no moneys shall be paid out except by the order of the president, countersigned counter-signed by the secretary. Board of Directors The board of directors shall have power to appoint such regular standing and special committees as they may deem necessary, neces-sary, and to define their duties. Ihey shall determine the manner of admitting eligible persona to the membership of the Utah Board of Trade; shall Is the amount to be paid by each member upon bis admission, admis-sion, and provide the mode of expelling expel-ling unworthy members, subject to the approval of the Board of Trade; shall di;ect the expenditure of money; shall control and direct the publication publica-tion of such facts and information as they may deem best to promote the objects and carry out the purposes of tho association. They soall till all vaoancies occurring in the offices, and in the board of direu-1 tors, until the next regular meeting of the association. They shall fix tho compensation of those rendering services, ser-vices, and shall have power to make such other rules and regulations, from time to time, aa may appear necessary, neces-sary, under the constitution, to carry out more fully the plan of bringing before the country Utah's advantages! and resources. Seven members of the ! boardjpf directors shall constitute a j quorum for the transaction of buai-1 ness. All reports of standing committees com-mittees shall be made to the hoard of directors. If no directions are given &t the time of the appointment of spatial or select committees their reports re-ports Bhall also be made to the board of directors. These by-lawa m.iy be altered or amended at any meeting of the Board of Trade by a two-tiiirdB vote of those present, provided the proposed pro-posed amendment or alteration shall have been submitted in writiDg at a meeting at least two weeks previous. Rules, such as are customary for the government of associations, were also adopted. The matter of the appointment of standing committees was left entirely with the board of directors. With regard fn iiwoiecuon of nine 1 additional vice presidents, a committee commit-tee of three, consisting of Messrs. J. T. Lynch, L. S. Hills and W. 8. McCornick, Mc-Cornick, was appointed to enter into communication with individuals in different localities and learn the names of parsons most suitable to fill the positions. It having been ascertained that Mr. G. M. Scott, who is absent, and who was elected a member of the board of directors at the previous meeting, had expressed fears that through absence and ill-health he would perhaps be unable to act in connection with the directors, Mr. H. W. Lawrence was elected to fill the position. The secretary was instructed, through the press, to request those who had Bignified their willingness to become membera to come forward, sign the constitution and by-lawa and pay their initiation fee. Some little disoussion followed with regard to tho publication . of a pamphlet containgthe matter desired to be placed before tho world; and tbo bast menus of obtaining money to carry on tho work. Without arriving arriv-ing at any definite conclusion the subject was dropped for the present. The AESOcintion then adjourned for two weeks, to meet at the same hour. Immediately after the adjournment ct the association the board of directors direc-tors held a business sc-aaion, when the milter .of the appointment of standing committees was freely discuesed, and after some delay iha wnrlr nf nftminp the duties of I Buch committees was proceeded with. It waa deemed expedient to first appoint a committee on finance to look after tho eecuring of means with which to carry out the design of the association and the deliberations on this topic terminated with the appointment of Messrs, L. 9. Hill,1 H. W. Lawrence and J. T. Lynch as that committee. Io order to facilitate the business of the directors it was decided that the chiiirman, ou'y, of the various committees com-mittees should be appointed at this sffsion of the board and that in the interim that would occur before the next meeting these various chairmen should consult with the president of the Board of Trade and that together they should suggest the namea of person to make up the number required on the several committees. com-mittees.
