There is no longer any doubt that the President intends to veto the army appropria tion Din, (or it was autnornativeiy slated at the executive mansion, this afternoon, that the veto massage is nearly finished and will be eent to congress either to-morrow or Wednesday. In view of this announcement of tho cert tti oly thai tbe pending legislative appropriation bill will also be vetoed, there is much consultation already in progress to-night among prominent democrats as to the proper course for the majority to pursue when the deadlock actually occurs. Of course, the matter will not be de cided without great difficulty, lor there are many conflicting views, and a large proportion of the democrats iu congress continue to condemn all propositions of compromise, but several of (ho coolest democratic leaders have this evening privately expressed themselves in favor of the passage of a joint resolution extending extend-ing laBt year'a appropriations until December and to promptly adjourn. TbiB plan wou'd readily obtain a majority ma-jority vote in both homes by a uuion of republvcara and hard money democrats, who wish an early adjournment to prevout a further widening of thu breach- between the eastern and web torn wings of the party, which iB likely to remit from continued tinkering with nuances; but the soft money meu have a majority ma-jority of votes in the democratic caucus cau-cus and the adoption of this expedient for escape from deadlock is therefore still very uncertain. |
