At the end of his journey he is met at the door of the car by another man, who demands two-bits for the parcel the passenger is carrying in his hand, and if tho passenger happens hap-pens to have two parcels two bits for each parcel is demanded. If tbe passenger doea not chance to have in hia pocket the two-bits or the four-bits four-bits demanded of bim ho can be accommodated ac-commodated by leaving his parcel or hia parcels in embargo at the depot while be goes home and letches the money. The man who demande tb ie two bits or four-bita premium for not taking care of the passenger's parcel or parcela may be a r,ailroad employe, or be may be a common loafer, for aught ot tbe character of badge, uni-lorm uni-lorm or inaignia which the passenger can see about him. But tbe money is peremptorily demanded all the same, and a very Bmall potato sort of prrtceeding it is. Now what I wish to know is thii : Is the enforced collection of tbiB picayunish perquisite authorized by tbe railroad authorities, or is it ol the naturo ol a forced levy made beyond their cogn zuce ?
