Fullowiog is the full text of the proposition by Ed-munda, Ed-munda, to day, Irom ihe senate judiaiary comruiltep, as a substitute for the conntiuji onal amendment on tbe Bertie subjpcl proposed by the joint resolution wtiicb passed the house under a suspension ol the rules on the lat dav last session: Article XVI Nn claim against the United Siatt-s shall ever hereafter be sustained or allowed hy congress or aoy department, officer or court ol the Uuiit-d Sutee or ruony paid by the United States or from their funds, whether as damage, compensation or otlitrwiee from oronaccuunt of aiy property, real, personal or mixed, taken, used, injured, or destroyed by UuittH States troops, or by or through any officer, civil or military, or other person acting or professing to act under or by authority uf the United States, or of their ent mies, or taken, used, injured, or destroyed from any other cause whatever during the existence ol the late insurrection or rebrlUnn ngxioet the government of the United Stale", nnles the owner thereof was during all ihe time of such insurrtctinn, or rtbellioo, loyal in fact to tbe United Su(fp government, and Rave neither aid nor encouragement to the enemy.
