The Senate committee on appro-1 appro-1 priations will meet on the loth and ; begin by making a full inquiry into the various lea'.uns ot the civilservice and so bo prepared to act promptly on the annual appropriation bill when received from the House. Morrill, ot Maine, has arrived, and will devote much of his time before the end of the month to the work of completing tho draft of a new form ol government lor the District of Columbia. The main features of this have been already given by the special committee appointed last session ses-sion lor that purpose. The report will treat of thu proper relation of the district to the federal government, and will be prcscnled at the opening of the Decern Ivr session. .It is believed be-lieved the committee will recommend the placing of the affairs of the district dis-trict in charge of a commission, with strictly di lined po vers and carefully guarded responsibility for the various local departments which they are to supervise. |
