Attention is called to the recommendation recom-mendation of the chief of engineers for an additional appropriation for ammunition for target firing, and much larger appropriations than have heretofore been made annually for the manufacture of arms, and increased in-creased appropriation for arming and equipping the militia. Steps are to be taken to relieve various states from their indebtedness for arms charged to them during the rebellion. The sales of various arsenals, such as those at Alleghany, Columbus, Detroit, Pikeaville, Waterstown and Washington are recommended.
