It is said that it will be an exhaustive review of the District Dis-trict a flairs under every system of government since the foundation of the capital, and in its discussion bf the city's relation to thc general government gov-ernment it will throw much light upon a subject hitherto very imperfectly imper-fectly understood; all of which will contribute a great dcalin favor of a radical rad-ical change and especially in faor of thc main feature of thc bill now before be-fore Congress. Of course its principal princi-pal points of discussion will relate to the management of thc affairs under thc present government, they being thc main subject of investigation. In dealing with these it will spare nothing noth-ing in its conclusions, lw iwietv of the testimony will be very elaloratc, making full mention and criticism upon Magruder's wonderful system of accounts, the management of the engineer's department, its surveys and measurements, with a complete vindication of Cluss, and the invaluable invalua-ble service rendered by liloekciidei ter by his exposition of tho liberal allowances allow-ances granted lo favorite contractors. . Every department of government is tc-rLtLinLtd according to the testimony , relating thereto, and every act of each legislative and executive department is j judged in accordance, so that nci.ii- ing has escaped its full starch. There j will be no whitewashing or cuvorinfc I up of favorites, and much ie?s oL shifting the rcfponeibilily upon sulor- j dLnatOi), |
