"An Aet providing for the location and erection of a penitentiary;" pen-itentiary;" and their concurrence in Council motiou"tl)rtt the Committees of both Houses on Petitions and Memorials, Mem-orials, be instructed to report a memorial mem-orial to Congress asking for the admission ad-mission of Utah into the Union as a State." Also their passage of (C. F. oO. ) "An Act to provide tor a general lien for common carriers, and for the sale of property not delivered," with amendments; (H. Mr. Gates, Chairman of the special Committee to whom was referred (C. F. 41.) "An Act in relation to inuine persons" reported it back and recom-meudwl recom-meudwl its passage. Report accepted and the committee discharged. C. F. 32 J. "An Aet amending an Act in s elation to Marshals and Attorneys," At-torneys," approved Jan. 21, 1859, was reported bauk from the committee amended. The Council concurred in the House j imendmenta to (C. F. 30.) "An Act to provide for a general lien for com mon carriers, fc.; but refused to concur con-cur in their amendments to JC. F. 5. "An Act concerning conveyances." Messrs. Cainc, Young and Jennings were appointed a committee of conference con-ference on the part of the Council. (C. F. 38). "An Act to amend an Act entitled an Act amending the charters of incorporated cities," was passed, and sent to the House. Mr. Harrington moved that the sum of $1,000 he placed in thegeneral appropriation bill on account of services ser-vices of the president of the Deseret Agricultural nnd Manufacturing Society. Soci-ety. Adopted. ' . (H. F. 45) "An Act defining ' the boundaries of counties," was taken up on its third reading. Pending the reading of the ninth section a committee com-mittee of conierence consisting of the members from Utah and Sanpete counties, was appointed to confer- with a like committee of the House, on the subject. (H. F. 4)i"Au Act to amend an Act entitled an Act incorporating Salt Lake City," was passed. Mr. Caine, from the Conference Committee, to whom was referred (U. F. 12) "An Act providing damages dam-ages for, death caused by wrongful act, neglect or default," reported that the committee had fully considered consid-ered the matter, and had agreed upon up-on certain amendments, and recommended recom-mended that the bill pass as amended. The bill passed. , (H. F. 37) "A bill for an act amending an act regulating elections elec-tions " was read and recommitted to the Committee on Elections. (H. F. 53) "An act changing the boundary lines of Logan City."passed and was returned to the House. Recess. r - - 2 p.m. Gouncil resumed session. Mr. Young, chairman of the Conference Con-ference Committee, to whom was referred re-ferred section 9, of "An Act entitled an aet defining the boundaries of counties, and locating county seats," reported the same back amended. Mr. Pace moved that the Committee Commit-tee on Claims and Appropriations be instructed to incorporate in the appropriation ap-propriation bill $500 to aid in the construction of a wagon mad from Glenwood to Grass Valley, in Sevier county. Referred. Mr. Young presented a bill for" An Act to repeal an Act in relation to crimes and punishment." Referred. A bill for "An Act to regulate proceedings pro-ceedings in civil cases in the courts of justiceof this Territory," was taken up on its second reading, pending which it was referred to the Committee Commit-tee on Judiciary. A bill for "An Act to amend an Act providing for the incorporation ol raiiroad companies," etc., was taken up on its second reading, pending which it was referred to the Committee on Railroads. Pace, Young and Peacock a Committee Commit-tee of Conference on the part of the House, to confer with a similar committee com-mittee from the Council, on section 9 of "An Act defining the boundary lines of counties." Report adopted Mr. Young moved that the sum of $200 be appropriated for publishing the laws passed by the present and last sessions of the Legislature in the Danish language. Mr. Mann moved to amend by having all of the laws ol Utah published in the Danish language. langu-age. Both motions were lost. The Committee on UnfiuishedjBus-iness.to UnfiuishedjBus-iness.to whom was referred the motion of Mr. Richards concerning certain delinquent taxes, reported the same back and recommended that it lie on the table, as a House, bill already acted act-ed upon covered the subject. Tlie Committee on Railroads reported re-ported back Council bill for "An Act amending an act providing for the incorporation of raiiroad companies, etc.," amended, and recommended its passage. The bill was further amended and passed. A message was received from the Governor, accompanied by tlie bill for "An Act incorporating the City ol Nephi, Juab County," which was returned re-turned witnoutthejexecutive approval.
