Show Special Legislation. The Legislative Assembly has been petioned to do a somewhat ticklish thing, in the request of certain petitioners peti-tioners for special legislation distX)urT aging the "importation of'Texau :iqd other inferior etpek.'' We are known to be advocates of a far more extended power inherent in Territories than is generally conceded; but the Territorial Territor-ial Legislature that would undertako to regulate commerce between Stu toe, or between States and a Territory, which the Constitution confers upon Congress, ail wuioh is not a"rlghtful subject of legislation" for a Territory, would step beyond the bounds of any power conferred upon it, The Legislative Legis-lative Assembly can, no more legally "discourage the importation" ol Texan Tex-an cattle than it can of Kentucky jeans; but it can regulate matters concerning them, to a definite estc nt, when they are in the Territory. |
