The resolu-1 tious are principally devoted to tlie; subjects of railroad and other monop-', oiies, which, by alliance with the politicians and by various other meth-, ods, have become public exturliouers, and are enabled to dely all law aud i all competition. Tho right of the j people through the legislature to reg-1 ulato and control all corporations exercising public franchises is claimed, and tho power to reduce railroad fares and treigbts to reasonable reason-able rates; to limit tho exactions of gas and water monopolies; to control and use- the entire natural water supply sup-ply of the state iu the interest of the people. In regard to the Central Paeinc railroad, the resolutions pledge tho nominees of tho convention and the representatives oi the party to mako laws regulating the rates of faro and freight to a fair standard based upon tho actual cost ot tho road and the exponsea of its operation, opera-tion, also for the prevention aud punishment pun-ishment of unjust discrimination against individuals or localities, and generally to reduce the railroad corporation cor-poration lo the supervision and control con-trol of the laws of the elate. They favor tho speedy construction of independent lines of competing road across the continent to be built iu tho interests of the people; whilo using' every moans to drive tho railroads out of politics, they truly appreciato their value to the public aud will award them generous treatment. Tho waters of the state should be preserved to tho people for thoir uso. and the legislature should control the supply for irrigation and tho use ol cilieH. Tho power of the Spring Valley water company to monopolize all tho water sources within 1U0 miles of San Fran-chco Fran-chco for the purpuso of extorting from the inhabitants of said city and county excessive and enormous rates for water for domestic uses, is denied, and tho nominees nomi-nees of the independent party throughout the state are pledged to place this and all other water corporations cor-porations under the control of tho law, so that tho rates of wator may be reduced to a fair price, it being a cardinal principle with the people's independent party that tho fresh water in the rivors and lakes of this fitate as well as the rains that descend from tho clouds, belong of right the whole people, and any ownership or monopoly of it by any corporation or person to enjoy what they should put to some beneficent uas is a wrong to the entire community. Similar resolutions res-olutions were adopted in regard to the gas monopolies. An article is also devoted to the excessive taxation prevailing pre-vailing in California and a plcdgo to reform and equalize taxation. A revision of the grand jury system sys-tem is promised in the interest of equal justice to all classes of the people. peo-ple. It is declared that the present election has no connection with tho presidential election of 1S76, or any significance in national politics, and will not bind any voter in that election; elec-tion; but the present campaign is solely a local one or the purposes of state reform. The resolutions were unanimously adopted. On tho third ballot Gen. Bidwell was nominated for covernor, and Pacheco for lieutenant governor by acclamation. |
