Doubts are expressed ex-pressed iu high Catholic circles whether the German Kaiser will brave tiie censures fulminated in this bill. Amongst other matters it pronounce-that pronounce-that the chaplain only is competent to elect a vicar capitular on the decease of a bishop, and that all presentations of em perm, or kings, or dukes, or priivls, who have usurped such privileges, are altogether null and void.
