Out on the parade ground the regular drill was-ia order at the time of our reporter's visit,and the boys were going through tho manual man-ual in lively time. General Morrow is still suffering from the effects of the rheumatism, from which he has scarcely been free during the entire season, although he continues to improve slowly. He has been instructed to forward to the war- department an estimate of the cost of suitable quarter!- at this post, and he has estimated the expense of a new outfit all around at $250,000. Wo understand delegate Cannon will I urge upon Congress the advisabilityot giving Camp Douglas a good and respectable re-spectable set of barracks, ollicer's quarters, etc., etc., and the prospect is fair that the suggestion will meet with tho success it deserves.
