Show By W. U. Telegraph. PKSSV POSTAL CARDS. Washington, 9. From the post office of-fice committee was reported a bill providing pro-viding for a system of penny postal cards. The bill directs the postmaster-general postmaster-general to furnish cards at a cost cot to exceed one cent including postage, of a size three and one half by six and one halt' inches, the face to be used exclusively for the address and the reverse re-verse side for communication. All cards containing vulgar, obscene or scurrilous matter to be excluded from the mails and the sender to be punished pun-ished by fine and imprisonment. The bill, after discussion, was amended by requiring the postmaster-general to advertise for proposals for furnishing I the cards and to award the contract to j the lowest bidder, and also by provid- j that the cards hive flaps aud cov- j ers.
