It is composed compos-ed of a few men who claim lo know it all, and have altogether loo much influence in-fluence with capilitli-ts and imti of moderate means, who ate disposed to invest in mining, which inlluence they ase lor their own private interests, and make ilarule lo defeat every transaction transac-tion in which they are not interested. Give them the lion's share and it will be all right, but you attempt to make a sale without their consent, they will defeat it if possible. The course they are pin-suing keeps hundreds of good mines from being developed and millions mil-lions of dollars from being taken out and put in oiroulaliou. It is an every day occurrence that good mines aic oflered at low prices and the sale or development of them defeated by one or the other of this ring, who pretend to know more about every mine in the State, than the minors and mill-owners who have worked them for years, and in nine cases out often these wise men have never Seen tho property, and if they know anything it is generally hearsay. They have also attempted to monopolize monop-olize the sale of mines in Knglaud, and have gone .so far as to get one of their tools lo make a voluntary and false report re-port upon a good mine, which he has never seen and which ihey had nothing to do with, in order to dclcat a sale which another parly wasabout making without asking their leave or tickling their palms. There- are plenty of men who are ready and willing lo invest in mining, providing they can do so with reasonable prospects of success (and it is the only thing which will save California), Cali-fornia), but who are not qualified to judge for themselves, and in most cases arc either directly or indirectly influenced influ-enced by iho rinir.
