Tho Mayor is hereby required to roTor to tho Alderman Al-derman of tiio Municipal Ward in which it ! is proposed to lociito the business, all applications appli-cations made to him lor licenses under this Ordinance, toROlhor with tlio pclilion no-eompuiiyiut; no-eompuiiyiut; tile same, and if the said Alderman Alder-man shall bo of tho opinion that the applicant appli-cant is a person of good moral character, nnd that tho signatures to said petition aro genuine, gen-uine, and that said petition is f-i.uodhya majority of tho tax paying citizens of tho block in which the business is to bo located that lbo license is applied for, tho said Alderman shall endorse upon the application applica-tion of overy such applicant, "approved," and return tho samo with its accompanying petition to Lbo Mayor, who may then grant a license upon tho application so endorsed: Provided all other requirement of this Ordinance Or-dinance shall have been complied with by Bueh applicant fgr lioenso; but if the said Alderman shall bo sutisucd that tho applicant appli-cant is not a person ol good moral character, or that tho sisuaturcs to said petition aro not genuine, or that tho petition is not signed by a majority of tho tax-paying citizens citi-zens of tho block in whioh tho business is to lor, tuo"s;iid Alderman sn'a! emforflo"up'on tho application of every such applicant "disapproved," with his reasons, and return the samo lo the Mayor, who may thereupon decline to issuo license; Provided if an application ap-plication bo disapproved by tho Alderman and refused by ttio Mayor, the applicant may appeal to tho City Council, whoso action ac-tion thereon shall bo final, and Provided also that tho Cily Council may at any time limil tho number of liocn&cs to bo issued under this Ordinance.
