Such certiiieatcs of naturalization must be void, bring obtained through crime and (; that each and every vote cast at most of the election precincts was numbered, and corresponding numbers kept on a list opposite voters' names; that the system of numbering ballots, as u5ed iu Utah, is illegal, be-in.5 be-in.5 Died to see that none disobey pricsthood, and to control, by force, tear, and violence, the elections; that the said election was so controlled, and each and every numbered ballot should be rejected from the canvass, which, if doue, would give me a majority major-ity of 1G7 votes in precincts where no ballots were numbered; that the census returns and evidence on file show that there are no; more than 3,u:MJ to 4,000 legal voters in Utah, and that I was deprived of a large number of votes through the priesthood, and that, even then, I received a majority of the leiral votes cast iu a legal way, leaving out other questions. iVillium H. Hooper, the sitting Delegate, Del-egate, docs not represent the people of Utah, but does represent, and is the agent of, Brighaui Young whose bidding bid-ding he dare not disobey, and without whose command he dare not take one step, whose word is law to him, and he knows no other. He is not a free moral agent. And he, the said Hooper, while he sits in Congress, is a simple missionary, whose mission is to destroy this Government. He has taken an oath, as all elders do, of eternal enmity to the United States, and to do all in his power to avenge the death of Joseph Smith upon the Government, and to obey priesthood in all things upon pain of having his throat cut (and many have paid that penalty !) "William H. Hooper is further personally per-sonally disqualified from holding his seat by reason of the Fourteenth Amendment of the Constitution, for that: he was from November 7, 1856, until June 22, 1S5S, Secretary of Utah Territory, and took the usual oath; that after his appointment, and while performing tho duties and drawing pay of secretary, he engaged in a rebellion which amounted to war. Trains were captured and burned; United States troops shut up in the mountains, compelled com-pelled to eat their dogs and mules to subsist, and the Xalion's Defenders on American soil were seen and heard to cry like children from hunger. That war cost the nation, in 1857, over three million dollars, and the lives of many who died in that winter camp from scurvey; and further, fur-ther, made it necessary from that time to this to. keep a large armed force in Utah at an expense of millions more. And now there aro trained on Salt Lake City 14 pieces of artillery. William Wil-liam II. Hooper supplied that revolutionary revolu-tionary army ; received the captured property-and has since been pardoned by the Executive of the Nation for treason. And, as a matter of public record (Magority vs. Hooper, page 35, and report of James Henry Carleton, captain cap-tain 1st dragoons, U. S. A., May 25, lSo'.i), Mr. Hooper is charged with receiving re-ceiving the cattle captured at Mountain Moun-tain Meadows (where 133 men, women, wo-men, and children, Gentile emigrants from Missouri, were killed, "without doubt, by the Mormons" and afterwards after-wards sold them to the Peace Commissioners Com-missioners sent by the United States to make peace with Utah. And the citizens of Utah had full and ample notice of this disqualification disqualifi-cation when they voted for him, and therefore their votes are void. And now, iu Utah, American citizens are at the mercy of this oath-bound treasonable treas-onable church, that, under the guise of ''religious belief," makes the authority of the Government a mockery tying up the United States courts, and ren" dering them powerless though they are fearless. And the Gentiles and apostates of Utah now come and ask how long they are expected to submit? The evidence is on file and case referred, re-ferred, and I ask a full and speedy examination, ex-amination, as to who, if either, are entitled to a seat as Delegate from Utah.
