The Jlasouic Grand Lodge of Illinois, at the session just concluded here, repealed by a vote of 550 to 450 the following statute adopted in 1S47 Section 81 : All subordinate sub-ordinate lodges under this jurisdiction are instructed to admit no negro or mulatto as a visitor, or otherwise, under un-der any circumstances whatever. Highly Imporianf Proclamation Iji-llic Iji-llic tinted States. Washington, Oct. s. At an extraordinary extra-ordinary session of the Cabinet to-day. Secretary Fish submitted the draft of a proclamation which was approved, and will be issned to-day or to-morrow. It forbids the use of our harbors by armed vessels of belligerents as point's of observations ob-servations or menace towards vessels in, or about to depart from our harbors har-bors ; in other words to prevent such espionage, which in its results amount to the blockading of our ports by foreign for-eign vessels. The making of our ports depots for supplying material of war for belligerents is apo prohibited.
