Show TO RECOGNIZE CUBA I i Julius Chambers the Washington correspondent of the New York Jour I nal says that it can be stated on authority au-thority that the president and his cabinet cab-inet are in accord with popular sentiment senti-ment regarding the desirability of recognizing rec-ognizing the belligerency of the Cuban insurgents Secretary Olney it Is stated sta-ted claims that he has been unable thus far to find any pretext that would Justify him in the eyes of the nations of the world for so doing He Is the law officer of the government and in matters involving International law and usage his opinion is entitled to great weight and respect There must be a decent respect for the opinions of mankind in these matters but Spain did not seek long for a pretext for recognizing the Southern states in the war of the rebellion She can scarcely say that what was a good enough pretext pre-text for her is not a good enough one for the United States If the administration admin-istration is looking for a pretext that it may recognize the Cubans ns belligerents bellig-erents any one it may choose will be satisfactory to the American people The way to recognize the Cubans as belligerents Is to recognize them |
