a limited quantity Some changes worthy of notice are the statement of the commands appropriate to each grade viz For a appropxiate captin company for a major or lieutenant colonel l a battalion or squadron for a colonel a regiment for a brigadier general gen-eral two regiments for a major general four regiments Every department commander com-mander is required to inspect the troops under his command once in each year and report the result of such inspection He is also required to report the names of all officers believed to be incompetent or permanently unable from any cause to perform all their duties Military duty and labor on Sunday is reduced to the measure of strict necessity The regimental regi-mental commander will appoint the noncommissioned non-commissioned staff and regimental noncommissioned non-commissioned officers and may reduce the same to the ranks by order The number num-ber of men in regimental bands will not exceed twentyfour The band fund formerly so called is now known a the regimental fund and its uses are prescribed pre-scribed The post exchange council will consist of the officer in charge of the exchange ex-change and two company commanders detailed by roster At every military post or station at the lowering of the lag in the evening the band if there be one will play Star Spangled Banner Troops will be paid monthly Indian scouts mav be enlisted for three years Orders eulogizing the conduct of living officers will not be permitted except incase caSE of gallantry in action or the performance per-formance of especially hazardous service Personal reports must be made by every officer upon the nature of his duty with a statement of his service performed during dur-ing the year on the 30th of Juno of each year and the efficiency of every officer will be reported once a year by his superiors su-periors Prisoners will not be placed in I irons except by sentence of court martial or in case of a desperate or dangerous character The allowance to civilian witnesses wit-nesses before a court martial who are not in the employ of the government is 150 for each day actually consumed in trial or attendance upon the court under summons and five cents a mile going and returning from his place of residence The description of the national flag has been inserted in the new regulations and the size of the regimental colors changed jin six feet six inches fly by six feet o the pike to five teet six inches flyby fly-by four feet four inches on the pike This change is one that has met with universal uni-versal favor wherever the new flag has been seen The cavalry regiments are regments now required to carry the national colors The silken national colors or standard will be carried in battle on campaign and on occasions of ceremony at regimental regi-mental headquarters in which two or more companies of the regiment participate partici-pate and at no other times An applicant for promotion from the ranks will now be required to sere honorably hon-orably not less than two years in the ranks exclusive of technical service due to furlough or other absence from duty in his own interest Tho uniform and
