Show Provo Paragraphs PROVO April 7The city council met last evening In regular session and heard reports of committees and allowed al-lowed bills for th payment of officers salaries and to pay other expenses incurred in-curred during March The bill of each councilman was allowed for services during January February and March the amount totaling 20L20 marshal i jolice Justice and other officers sala < dr r ries were S522JO miscellaneous items 13390 making a total of 76520 Attorney Whitecotton presented his bill for services as city attorney for the monUi cl ilarch 3333 which was promptly laid on the table aQ subsequently subse-quently taken up and rejected White cotton was accorded the freedom of the floor and explained to the council that he had held the office for the last two years and was reappointed to the position twice by the mayor and both times rejected by the council but he wished to impres upon the council that he was still attorney for Provo city asa as-a hold over and would ascertain just where he was at by taking the matter to the district court to have the question ques-tion decided He asked the council to appoint an attorney to look after their side of the controversy but he said he would look after the city business as before and if the court decided against him he would not expect pay as city attorney Mr Whitecotton shows the tenacity with which a Republican will hang on to an office He has been rejected re-jected and even resolved out of the office but still he persists and in adopting Graham tactics rises Up and says I will have it whether the people want me or not The council discussed the old question ques-tion which has been before i for the last month as to whether a license should be issued to Wilson Neilbaur for the purpose of retailing liquors to be carried on in the old Duggins building build-Ing At the time of the arrest of Dug gins for participation in the Bennett affair the people of Provo became worked up to a high state of indignation Indigna-tion and so expressed themselves to the council and against granting a license to Duggins or any one previously I previ-ously connected with him jn the saloon business As a result of these remon strances the council refused to Issue a license to Duggins who gave up the fight and has gone out of business Since that time Wilson Nelbaur who have conducted a saloon in Provo for the last ten years rented the Duggins building and asked the council for the privilege of changing their stand from the place now occupied by them to the Duggins place The question now agitating the council coun-cil is Did the people mean to boycott the building or merely to refuse to allow al-low Duggins to continue in business Is i desired that Duggins shall receive no direct benefit from the rental of his building or is the feeling against the building as well as the owner The questions resolves themselves into just this Has the council a right to refuse these men a license for the reason that they are to use a building the owner I of which is in bad repute Wilson Neibaur have done a saloon business I here for ten years and their reputation reputa-tion for conducting a firstclass house of that kind is and has always been good I Licenses will and have been granted to retailers of intoxicating drinks in several buildings on the same street and on the same block These men I who now want the license have demonstrated dem-onstrated that Duggins will have nothing noth-ing whatever to do with the businessMen business-Men who profess to understand the situation sit-uation thoroughly are free to say that the license ought to be granted The question was referred to a committee and two reports were handed in last eVening one in favor and the other asking for more time resulting in its reference back to the committee who are day to evening report to the council next Mon I Councilor Martin who Is on the committee com-mittee on license is opposed to delay and Is in favoi of granting the license at once while Councilor Play is opposed op-posed to granting the license and has fought the other members from the start startI is thought that the council will refer the question to the people for an answer to the question They dp not seem to appreciate the fact that they have been elected to their respective re-spective positions by the people and that their duties are well defined and today the question is Will they perform their duties as men and not as chil dren From present indications a little lit-tle stiffening of their backbones would not lessen their respect with thecom munity who placed them in the council coun-cil Grant the license or refuse and let it be decided A great many of the conference visitors vis-itors returned home today and the city puts on a more lively appearance W P Payne acting sheriff Qf Millard lard county is in Provo today on business busi-ness connected with his office The B Y A football team returned to Provo this morning some of them with slightly marred countenances but all say that they put up a good game and although defeated they are not conquered I |
