Show POWfRS Will HOT INTERFERE WHEN WE FIGHT W SHALL MEET ONLY SPANIARDS What One Foreign Diplomat Said About the Position of Spain Pauncefotes Friendly Efforts Washington April S Inquiry at the foreign embassies and legations today made It plain that the action of the great power yesterday In presenting a joint note t President McKinley urg ing peace constituted all that these powers will do There Is no present purpose to take further action or to follow up this guarded and diplomatic utterance with any suggestion of mediation me-diation or intervention This was the view taken by the administration ad-ministration yesterday and today this is fully borne out by the attitude of the foreign representatives who te representtves are In close touch with their foreign offices I Is Important at the present juncture In that it practically eliminates the influence in-fluence of the powers at Washington beyond a sentimental expression toward to-ward peace There Is no doubt however that these foreign Influences wHl be strongly I urged at Madrid towards securing further fur-ther concession though the foreign representatives rep-resentatives begin to doubt seriously whether Spain Is in a position to concede con-cede any more One of the best informed in-formed diplomats tersely summed up the situation today thus Spain has placed her back against the wall determined to yield no more Even the heroic efforts of the queen regent for peace by granting extreme I concessions seems q be over and the radical element is In control In connection with the action of the powers much Interest is shown In the Individual action of the several governments gov-ernments which signed the joint note There Is little doubt that the British ambassador reflecting the views of his government served as a repressive influence in-fluence In keeping the note down to a mild and polite expression for peace I seems equally apparent that had the influence of the French ambassador and Austrian ministers representing their governments prevailed the note would have been considerably more than a vague expression for peace No significance is attached to the fact that the German ambassador was the first to sign the document and that the British ambassadors signature Is toward the end towar Russia and Italy have taken the least Interest in this joint action although al-though they joined as the result of Influences In-fluences brought to bear from the foreign for-eign capitals Neither has the German government showed any ardent interest Inter-est in joint action |
